SDS (Material Safety Data Sheet - MSDS) Requirements for MALDIVES
The requirements for a compliant Safety Data Sheet (SDS) are driven by the need to obtain an Import Permit and ensure adherence to the "Hazardous Chemical Regulation" (2019/R-1057).
1. Mandatory Format and System
GHS/16-Section Format: The required document is often referred to as a Material Safety Data Sheet (MSDS) in local application forms, but it must adhere to the internationally recognized 16-Section GHS Format (SDS).
Completeness: The SDS serves as the primary document for the authorities to assess risk, approve storage, and grant import permission. Therefore, it must be complete, accurate, and current.
GHS Alignment: While Maldives may not have adopted a specific GHS revision (like Rev. 7), the SDS must reflect accurate GHS classification (pictograms, signal words, hazard/precautionary statements) in Section 2 and Section 15.
2. Language Requirements
Documentation requires bilingual support for key safety information.
Primary Language: The official language is Dhivehi, but for technical documentation, an SDS in English is mandatory and accepted for technical review.
Bilingual Information Sheet: For chemicals imported for selling purposes, the importer must submit an English and Dhivehi copy of the chemical's information sheet with the first application. This safety information sheet, often a summary of the SDS, must be provided to the buyer.
Labeling: All sold chemicals must be properly labeled to educate the public on dangers and risks, suggesting a bilingual approach (English and Dhivehi) is required for product labels.
3. Key Regulatory Actions
The SDS is critical for the application process led by the Ministry of Defence:
Import Permit: Permission to import hazardous chemicals requires a formal application supported by the SDS. The permit limits the quantity based on the chemical's danger level.
Storage Approval: A permit will only be granted if the applicant's storage warehouse has been approved by the Ministry, with requirements including fire resistance and safe location (as per Regulation 2019/R-1057). The SDS supports the assessment of required storage conditions (Section 7).
Supplier Responsibility: The importer agrees to take full responsibility for any damage caused due to the misuse or mismanagement of the chemicals, underscoring the legal importance of the SDS information.
Transport Information: Accurate Section 14 (Transport Information) is essential for customs and safe handling in the maritime/island environment.
