Why SDS Is Mandatory in Mexico (NOM-018-STPS-2015)

GHS Mandatory Implementation: NOM-018-STPS-2015 (System for the administration of work for the identification, evaluation, and communication of hazards and risks by hazardous chemical substances in the workplace) mandates the use of the UN GHS (5th Revised Edition) for the classification, labeling, and preparation of the SDS for all hazardous chemical substances and mixtures handled in Mexican workplaces.
SDS Format and Content: The SDS must strictly adhere to the requirements set forth in Section 12 of NOM-018-STPS-2015.
It must follow the standard 16-section structure of the GHS.
The SDS must be prepared and delivered by the manufacturer, importer, or distributor.
Language Requirement: The SDS and the label must be entirely in Spanish (Español), the official language of Mexico, for legal compliance and effective worker communication, as stipulated in the NOM.
Jurisdiction: The primary enforcing body is the Secretaría del Trabajo y Previsión Social (STPS), which conducts workplace inspections to verify compliance with this and other OSH (Occupational Safety and Health) NOMs.
Sector-Specific Regulations: Specific sectors, such as pesticides (regulated by Cofepris and Semarnat), may have additional or complementary documentation requirements.
