Why SDS Is Mandatory in Uruguay

GHS Mandatory Implementation (Decree 307/009): This Decree establishes the minimum provisions for the protection of workers' safety and health against risks related to chemical agents. Article 14 mandates that the labeling of chemical products must conform to the guidelines of the Globally Harmonized System (GHS).
GHS Version: Uruguay initially adopted the GHS, 4th Revised Edition, through amendments like Decree 346/011.
Implementation Timeline: The implementation was phased: Substances (labeling) were mandatory by December 31, 2012, and Mixtures (labeling and SDS preparation) were mandatory by December 31, 2017.
SDS Format and Content: The SDS must follow the standard 16-section structure of the GHS, often referred to in Uruguay as Hoja de Datos de Seguridad or Ficha de Datos de Seguridad. It is best practice to follow the guidelines provided by IRAM 41.400 (the Argentine GHS standard often used as a regional reference for SDS preparation).
Language Requirement: Both the SDS and the label must be entirely in Spanish (Español), the official language, for legal compliance and effective worker communication.
